The State Treasury is an administrative organisation within the framework of the Ministry of Finance carrying out preparations and the consolidation of the budget, implementation of the state budget, the state accounting, and management of the public debt and of financial and non-financial assets of the state.
Pursuant to the Law on Financial Agency, FINA performs, among other operations, the following ones as well:
REGISTER OF STATE BUDGET USERS
The Register of the State Budget Users has been established with the purpose of more efficient functioning of the system of the State Treasury and linking with the third level in the system – the budget users. The Register is kept in FINA, it contains identification data on the user, such as: the name, the number of the account, the address, the competent ministry, a list of the persons authorised for representation, etc. When a budget user is entered into the Register, he is assigned a number that is his identifier for all monetary flows through the State Budget account. For the ministries that are not connected with their budget users by information technology, FINA has established a COLLECTION system that functions on the principle of collection of payment orders.
