e-Auction
e-Auction is Fina's service that allows you to participate in electronic public auctions of real estate and movable property in enforcement proceedings, bankruptcy proceedings and insurance proceedings.
Fina carries out the sale of real estate and movable property in enforcement and bankruptcy proceedings based on requests for sale (submitted to Fina by competent bodies).
The e-Auction service allows you to:
- electronically sign the application for participation in a specific electronic public auction, and
- submit a bid electronically, under the assumption that you meet the requirements stipulated by legal and regulatory provisions.
To access the service, you need to:
- have the appropriate Fina digital certificate (normalized/authentication and qualified/signed)
- fill out the application form for using the e-Auction service.
Physical persons/citizens need to have Fina's personal digital certificates on a FINA e-card/USB token to access the service.
Business subjects and physical persons representing business subjects need to have Fina's business digital certificates issued on a FINA e-card/USB token or a CoBranding card/token from a bank with which Fina has signed a contract on business cooperation.

All necessary documentation must be submitted to the nearest Fina registration office. List of offices can be found here.
Using the service on behalf of another person
The e-Auction service can be used on behalf of another person (one or more of them) on the basis of power of attorney/declaration. The principal can be either a business entity or a physical person. The power of attorney form must be notarized by a public notary.
In case of representation in the e-Auction service by an attorney, the attorney must submit to Fina the original or notarized copy of the power of attorney which authorizes him or her to represent the principal in the e-Auction service. If the attorney's power of attorney is issued in a foreign language, it needs to be translated into Croatian by an authorized court interpreter. Alongside the original or notarized copy of the power of attorney, a filled in Declaration, available at Fina's website, also needs to be submitted. If you are using the e-Auction service on your behalf, then you do not need to pay a fee.
If you are using the e-Auction service on behalf of another person (physical person/citizen or business entity) based on the power of attorney, then you will be charged a fee for each additional authorization. The fee for each additional authorization is charged once per payment period in which the authorization is registered (month).
The fee for each additional authorization is 3,32 EUR (25.01 HRK) without VAT.
For example, if a user registers 10 additional authorisations in one month, that month they will be charged: 10 authorizations x EUR 3,32 (HRK 25.01 ) = a total of EUR 33,20 (HRK 250.15 ). The fee is payable based on the issued invoice.
