Revocation, Suspension, Reactivation and Certificate Recovery

CERTIFICATE REVOCATION is an action whereby the certificate becomes irrevocably invalid prior to the expiration of the validity period.

Circumstances for Certificate Revocation:

in a case of private key compromise or if there is a reasonable suspicion about private key being compromised,

in a case if there is a reasonable suspicion that user's cryptographic device or private key or activation data are no longer in the sole possession of the Signatory, or the Creator of a Seal,

in the event of loss or permanent unavailability of the private key,

if the relationship between the Signatory and business entity, based on which the certificate has been issued, is terminated,

if the certificate has not been issued in accordance with the application,

if a piece of information in the certificate becomes inaccurate,

in cases when this is required by law or other regulations.

Instead of submitting certificate revocation request user can submit certificate suspension request whereby the certificate becomes temporarily invalid until user confirms or denies the above referred suspicions.

CERTIFICATE SUSPENSION is an action that ensures temporarily invalidity of certificate, but no longer than 60 days.

If the suspicion that was the reason for the suspension of the certificate is confirmed, the user is required to request revocation of the certificate. In case that suspicion that was the reason for the suspension is denied, the user may request reactivation of the certificate.

Written certificate revocation or suspension request is to be signed and submitted by Signatory, Custodian, Authorised Representative or Legal Representative as soon as possible in one of the following ways:

by personal delivery to RA Network Registration Authority, during office hours,

by courier at RA Network Registration Authority address, during office hours,

by mail to RA Network Registration Authority.

Note: If the Request is not submitted personally by the Applicant (Signatory / Custodian / Authorized Representative or Legal Representative), it is also necessary to submit a copy of the ID / Passport of the Applicant together with the Request.

Certificate revocation request can also be submitted by telephone, 24 hours a day, 7 days a week, by calling Fina’s telephone number (+385 1) 612 7040.

Who can request Certificate Revocation or Suspension?

An application for revocation or suspension of a corresponding Personal certificate is submitted by the Signatory.

An application for revocation or suspension of Business or TDU Certificates can be submitted and signed by a Signatory or a Legal Representative, independently.

An application for revocation or suspension of Application Certificates can be submitted and signed by a Custodian or a Legal Representative, independently.

An application for revocation or suspension of certificates for electronic seal can be submitted and signed by Authorized Representative or Legal Representative, independently.

CERTIFICATE REACTIVATION is an action of reactivating the suspended certificate after the termination of the reason for suspension.

Who can request Certificate Reactivation?

An application for reactivation of a corresponding Personal certificate is submitted by the Signatory.

An application for reactivation of a Business Certificates issued to natural persons and the TDU certificate is signed by Signatory and is additionally signed by Legal Representative.

An application for reactivation of Application Certificates is always signed by Legal Representative. If an application for reactivation of Application Certificates is submitted by Custodian, then application for Certificate Reactivation has to be additionally signed by Legal Representative.

An application for reactivation of a certificate for electronic seal is submitted and signed by Authorized Representative.

CERTIFICATE RECOVERY is an action for reissuing a certificate with the same user information if the certificate whose recovery is required is valid and there is no need to change the user data in the certificate. Certificate Recovery can be performed in case of a user’s cryptographic device malfunction or when the Subscriber, due to some other reason, is unable to use the private key which is connected with the public key in the certificate.

It is not allowed to request a certificate recovery 45 days before the date of expiration of the period of validity of the certificate. In that situation applicant is obliged to request certificate renewal through corresponding application form.

If a certificate recovery can be made, Fina will revoke the certificate which recovery is requested and will issue a new certificate of the same type with the same user data on the basis of application form for certificate recovery.

Who can request certificate recovery?

The rules for submitting application for certificate recovery are the same as the rules for submitting application for initial certificate issuance.

Fina suspends or revokes a certificate if it is not issued in accordance with Certificate Policy, in accordance with application form or if Subscriber, Signatory or Authorised Representative does not perform its obligations in accordance with Certificate Policy document and signed agreements.

Fina revokes the Certificate without receiving a request from the Subscriber in the event of termination of the Subscriber’s Certification Service Agreement, based on which the Certificate was issued. Request for termination of Subscriber’s Certification Service Agreement can be submitted in person or delivered to one of Fina's registration offices.

Services for suspension and reactivation of certificates are not charged.
